| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 42.001, Education Code, is amended by | ||
| adding Subsection (c) to read as follows: | ||
| (c) It is the policy of this state that the state's | ||
| contribution to the financing of public education should not | ||
| decrease as a result of an increase in local property values. To | ||
| further that policy, the legislature shall provide in the General | ||
| Appropriations Act for a basic allotment under Section 42.101 and a | ||
| guaranteed level of state and local funds per weighted student per | ||
| cent of tax effort under Section 42.302 that are sufficient to | ||
| result in at least a level of state expenditure equal to the state's | ||
| expenditure for the preceding biennium. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2015. | ||
