A BILL TO BE ENTITLED
AN ACT
relating to third-party debt collection of traffic fines in certain
counties.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter C, Subtitle B, Title 14, Local
Government Code, is amended by adding section 615.025 to read as
follows:
Section 615.025. PROHIBITION ON THIRD-PARTY DEBT COLLECTION.
(a) This section applies only to a county with a population of 1.7
million, but not more than 1.8 million.
(b) A county described by subsection (a) may not use a
third-party debt collector as defined by Chapter 392, Finance Code,
for the collection of a traffic fine assessed by a justice court.
SECTION 2. This Act takes effect September 1, 2021.
