A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring a canvassing authority to explain a
  discrepancy between the number of voters accepted and the ballots
  cast in an election.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 67.004, Election Code, is amended by
  adding Subsection (g) to read as follows:
         (g)  The canvassing authority may not enter a tabulation
  under Subsection (c) or deliver a tabulation under Subsections (e)
  and (f) if a discrepancy between the total number of ballots cast in
  the precinct and the total number of voters who cast a ballot for a
  candidate or for or against a measure in the election in the
  precinct is greater than one percent until the presiding officer of
  the canvassing authority posts an explanation of the discrepancy on
  the canvassing authority's Internet website.
         SECTION 2.  This Act takes effect September 1, 2017.
