| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter B, Chapter 15, Civil Practice and | ||
| Remedies Code, is amended by adding Section 15.021 to read as | ||
| follows: | ||
| Sec. 15.021. SUIT AGAINST STATE. Notwithstanding any other | ||
| statute, including Section 15.016, a lawsuit against the state or a | ||
| state agency may be brought in: | ||
| (1) a county in which the court of appeals is held for | ||
| a court of appeals district that includes the county in which the | ||
| plaintiff: | ||
| (A) resided at the time of the accrual of the | ||
| cause of action; or | ||
| (B) resides at the time the suit is brought; or | ||
| (2) Travis County. | ||
| SECTION 2. The change in law made by this Act applies only | ||
| to a lawsuit brought on or after the effective date of this Act. A | ||
| lawsuit brought before the effective date of this Act is governed | ||
| by the law as it existed immediately before the effective date of | ||
| this Act, and the former law is continued in effect for that | ||
| purpose. | ||
| SECTION 3. This Act takes effect September 1, 2015. | ||
