| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 55.253, Utilities Code, is amended by | ||
| adding Subsection (e) to read as follows: | ||
| (e) The commission by rule shall require each prepaid | ||
| calling card company to include on every prepaid calling card sold | ||
| in this state, in reasonably legible type, a statement informing | ||
| consumers of the option to file a complaint with the commission and | ||
| of the toll-free telephone number established by the commission for | ||
| the purpose of providing additional information regarding the | ||
| complaint process and for receiving complaints. | ||
| SECTION 2. As soon as practicable after the effective date | ||
| of this Act, but not later than January 1, 2014, the Public Utility | ||
| Commission of Texas shall adopt rules as required by Section | ||
| 55.253(e), Utilities Code, as added by this Act. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2013. | ||
