A BILL TO BE ENTITLED
 
AN ACT
  relating to information that must be included on prepaid calling
  cards.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 55.253, Utilities Code, is amended by
  adding Subsection (e) to read as follows:
         (e)  The commission by rule shall require each prepaid
  calling card company to include on every prepaid calling card sold
  in this state, in reasonably legible type, a statement informing
  consumers of the option to file a complaint with the commission and
  of the toll-free telephone number established by the commission for
  the purpose of providing additional information regarding the
  complaint process and for receiving complaints.
         SECTION 2.  As soon as practicable after the effective date
  of this Act, but not later than January 1, 2014, the Public Utility
  Commission of Texas shall adopt rules as required by Section
  55.253(e), Utilities Code, as added by this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
