A BILL TO BE ENTITLED
 
AN ACT
  relating to a review by the Texas Education Agency of certain
  assessment instruments administered to public school students.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  REVIEW OF STAAR AND STAAR ALTERNATE ASSESSMENT
  INSTRUMENTS. (a) The Texas Education Agency shall review each
  assessment instrument included in the State of Texas Assessments of
  Academic Readiness (STAAR) or the State of Texas Assessments of
  Academic Readiness Alternate (STAAR Alternate) to determine
  whether the assessment instrument is able to accurately measure
  student success.
         (b)  In conducting the review, the agency shall provide
  opportunity for comment by parents, educators, and other interested
  parties.
         SECTION 2.  REPORT. Not later than July 1, 2014, the Texas
  Education Agency shall submit a report containing the results of
  the review required by this Act to the governor, lieutenant
  governor, and members of the legislature.
         SECTION 3.  EFFECTIVE DATE.  This Act takes effect
  immediately if it receives a vote of two-thirds of all the members
  elected to each house, as provided by Section 39, Article III, Texas
  Constitution.  If this Act does not receive the vote necessary for
  immediate effect, this Act takes effect September 1, 2013.
