| relating to a study on the implementation of a traffic light | ||
| synchronization program. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. (a) The Texas Department of Transportation, in | ||
| coordination with the Texas A&M Transportation Institute, shall | ||
| conduct a study regarding the costs and benefits of implementing a | ||
| traffic light synchronization program similar to the Traffic Light | ||
| Synchronization II Program that was implemented in this state by | ||
| the Texas Department of Transportation. | ||
| (b) The study shall address: | ||
| (1) the benefits of using closed-loop control systems | ||
| versus time-based control systems to synchronize traffic lights; | ||
| (2) potential changes in fuel consumption and traffic | ||
| congestion that could result from traffic light synchronization; | ||
| and | ||
| (3) potential environmental impacts of traffic light | ||
| synchronization, including any potential reduction in pollution | ||
| levels. | ||
| (c) As part of the study, the Texas Department of | ||
| Transportation shall compile new data regarding the intersections | ||
| in the cities that participated in the Traffic Light | ||
| Synchronization II Program and review the data to analyze the | ||
| efficiency and synchronicity of these intersections. | ||
| (d) Not later than October 1, 2016, the Texas Department of | ||
| Transportation shall issue a report on the study required under | ||
| this section to the governor, the lieutenant governor, the speaker | ||
| of the house of representatives, and the appropriate standing | ||
| committees of the house of representatives and the senate. | ||
| (e) This Act expires September 1, 2017. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2015. | ||
