out-of-school time programs. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter Z, Chapter 29, Education Code, is | ||
amended by adding Section 29.9181 to read as follows: | ||
Sec. 29.9181. STUDY OF AND REPORT ON PUBLIC AND PRIVATE | ||
OUT-OF-SCHOOL TIME PROGRAMS. (a) In this section, "out-of-school | ||
time program" means a community-based or school-based program | ||
designed to provide a wide range of services and activities, | ||
including counseling, mentoring, career exploration, academic | ||
assistance, and sports and recreation, to children and youth before | ||
and after school and on weekends. | ||
(b) The agency shall conduct a study of public and private | ||
out-of-school time programs in this state to determine: | ||
(1) the number of children served by a public or | ||
private out-of-school time program; | ||
(2) the number and location of children who could | ||
benefit from but are not served by an out-of-school time program; | ||
(3) federal, state, and local funding sources and | ||
amounts that currently support out-of-school time programs; | ||
(4) the extent of any effect of out-of-school time | ||
programs on reducing the dropout rate and improving academic | ||
performance; and | ||
(5) the best practices for out-of-school time programs | ||
to achieve a reduction in the dropout rate and improvement in | ||
academic performance. | ||
(c) The agency may solicit and accept a gift, grant, or | ||
donation from any source, including a foundation or private entity, | ||
for the study. The study may be conducted only if sufficient funds | ||
are available under this subsection for that purpose. | ||
(d) Not later than December 1, 2012, the agency shall submit | ||
to the governor, the lieutenant governor, the speaker of the house | ||
of representatives, and the presiding officer of each legislative | ||
standing committee with primary jurisdiction over primary and | ||
secondary education a written report that contains the results of | ||
the study. | ||
(e) This section expires December 31, 2012. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2011. |
