	H.R. No. 889



	R E S O L U T I O N

	WHEREAS, Andy Popp of Cooke County received well-deserved
	recognition when he was named the 2014 Conservation Farmer of the
	Year by the Texas State Soil and Water Conservation Board; and
	WHEREAS, Mr. Popp was awarded this prestigious accolade at
	the organization's annual board meeting in October 2014, when he
	was lauded for his contributions to preserving soil and water on his
	farm north of Lindsay; sponsored by the TSSWCB and the Association
	of Texas Soil and Water Conservation Districts, the award is part of
	the Conservation Awards Program, which honors farmers that utilize
	wise practices in their use of renewable natural resources; and
	WHEREAS, This esteemed Texan has exhibited great care and
	dedication in the management of his land; he employs no-till
	farming techniques to conserve moisture, promotes plant diversity
	in his fields through the use of cover crops, and minimizes the use
	of fertilizers; moreover, Mr. Popp has served as a valued resource
	to his fellow growers, offering his advice and instruction on
	innovative production methods and volunteering his time and talents
	to the Natural Resources Conservation Service and the Grazing Lands
	Conservation Initiative; and
	WHEREAS, The natural splendor, diverse ecology, and economic
	vitality of the Lone Star State depend on responsible stewardship
	by landowners, and Andy Popp has demonstrated his commitment to
	maintaining precious resources for future generations; now,
	therefore, be it
	RESOLVED, That the House of Representatives of the 84th Texas
	Legislature hereby congratulate Andy Popp on his selection as the
	2014 Conservation Farmer of the Year and extend to him sincere best
	wishes for continued success; and, be it further
	RESOLVED, That an official copy of this resolution be
	prepared for Mr. Popp as an expression of high regard by the Texas
	House of Representatives.
