WHEREAS, The citizens of Baytown have greatly benefited from | ||
the outstanding leadership of Bob Leiper, who is retiring from his | ||
position as city manager on February 27, 2015; and | ||
WHEREAS, Mr. Leiper began his distinguished career with the | ||
municipality in 1977, working as an entry-level firefighter; rising | ||
through the ranks, he was ultimately named chief of the department | ||
in 1992; in subsequent years, he went on to serve as assistant and | ||
deputy city manager before being named city manager in 2011; and | ||
WHEREAS, Since that time, Mr. Leiper has demonstrated an | ||
exceptional commitment to supporting positive economic development | ||
and a high quality of life for those who call Baytown home; over the | ||
course of his tenure, he has played a key role in a number of | ||
important initiatives, including the construction of new public | ||
safety buildings, numerous street improvements, and the | ||
establishment of a water park and several new retail developments; | ||
and | ||
WHEREAS, Mr. Leiper has further given back to his community | ||
through his service as chair of the board of trustees for Baycoast | ||
Medical Center and as president of the local Kiwanis Club; in | ||
addition to supporting several citizen steering committees for | ||
Goose Creek school bond elections, he has contributed to his | ||
congregation at Cedar Bayou Grace United Methodist Church as a | ||
member of both the board of trustees and the finance committee; and | ||
WHEREAS, An honors graduate of the University of | ||
Houston-Clear Lake, Mr. Leiper earned his master's degree in public | ||
administration from Grand Canyon University in 2003; in all of his | ||
endeavors, he has enjoyed the love and support of his wife, Glynna, | ||
and their two children; and | ||
WHEREAS, Bob Leiper has set high standards for public service | ||
through his skill, dedication, and vision, and his achievements | ||
will continue to benefit his fellow residents in the years to come; | ||
now, therefore, be it | ||
RESOLVED, That the House of Representatives of the 84th Texas | ||
Legislature hereby honor Bob Leiper on his retirement as city | ||
manager of Baytown and extend to him sincere best wishes for | ||
continued success and happiness; and, be it further | ||
RESOLVED, That an official copy of this resolution be | ||
prepared for Mr. Leiper as an expression of high regard by the Texas | ||
House of Representatives. | ||
