R E S O L U T I O N
         WHEREAS, Jimmy Don Blair, an esteemed Texan and friend to
  many, passed away on January 3, 2023, at the age of 81; and
         WHEREAS, The only child of Floyd and Myrtle Blair, Jimmy
  Blair was born in Borger on September 27, 1941, and grew up in the J.
  M. Huber oil camp where his father worked; during his youth, he
  traveled with his parents throughout the U.S. for his father's job
  and helped out on his uncle's farm in Oklahoma; he attended Borger
  High School, where he served as senior class president and was voted
  Mr. Borger High, and he went on to graduate from the University of
  Oklahoma and to earn a law degree from The University of Texas at
  Austin; and
         WHEREAS, An expert in contract negotiation, litigation
  policies, and legislative initiatives, Mr. Blair spent his early
  career as a city attorney and city judge in Amarillo and as an
  assistant district attorney in Randall County; he cofounded a law
  practice dedicated to assisting local governments with property tax
  collection, and he relocated to Houston in the 1980s to expand the
  firm, which eventually grew into Linebarger, Goggan, Blair &
  Sampson, LLP; following his retirement in 2006, he continued to
  serve the firm as a senior advisor; and
         WHEREAS, Mr. Blair was actively engaged in his community,
  hosting hundreds of fundraisers and giving generously of his time
  and talents to many worthy groups and organizations, including the
  Leukemia & Lymphoma Society, the Hurricane Ike Relief Fund
  Committee, and the Conroe ISD Education Foundation; moreover, he
  participated in Leadership Montgomery County and supported
  numerous politicians and public servants as a mentor and friend; in
  recognition of his myriad contributions, he was named a Hometown
  Hero of The Woodlands; and
         WHEREAS, Mr. Blair was a devoted father to his daughter,
  Maris, who he raised on his own for many years; he enjoyed 35 years
  of marriage with his beloved wife, Nelda, and his life was further
  enriched by a large extended family that included his son-in-law,
  David, his step-grandchildren, Jeremy and Lauren, and a host of
  other cherished loved ones; and
         WHEREAS, Jimmy Blair earned the admiration of all who knew
  him, not only for his professional success but also for his
  exceptional kindness and generosity, and he leaves behind a legacy
  of good works that will be remembered for years to come; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby pay tribute to the life of Jimmy Don Blair and
  extend sincere condolences to all who mourn his passing; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Jimmy
  Blair.
