| WHEREAS, A life made rich through meaningful service drew to | ||
| a close with the passing of Jacob Creth Fuller of McAllen on | ||
| March 20, 2024, at the age of 83; and | ||
| WHEREAS, The son of Jacob L. Fuller and Janet M. Fuller, Jake | ||
| Fuller was born in Brooklyn, New York, on December 27, 1940, and he | ||
| grew up with the companionship of a brother, James; he lived in a | ||
| number of places throughout the United States during his youth, and | ||
| he graduated from Abraham Lincoln High School in San Francisco, | ||
| California, in 1959; he went on to receive a bachelor's degree in | ||
| journalism from East Texas A&M University in Commerce in 1964; and | ||
| WHEREAS, Mr. Fuller enjoyed a long and rewarding career in | ||
| public relations, and he worked at several firms in the Dallas area | ||
| before opening his own consulting business, Starcom Consultants, | ||
| Inc., in 1980; under his able leadership, the company served a | ||
| variety of clients, including many in the health care field; he also | ||
| became active in local politics, and he contributed to Latino | ||
| political campaigns as well as the League of United Latin American | ||
| Citizens; and | ||
| WHEREAS, Mr. Fuller later made his home in McAllen, where he | ||
| distinguished himself as a dedicated health care lobbyist for | ||
| border communities, and one of his most notable career highlights | ||
| was his successful marketing campaign in support of tort reform in | ||
| Hidalgo County; he also played an instrumental role in establishing | ||
| the Border Health Political Action Committee, and he led the Border | ||
| Health Caucus for many years; in addition, he worked with state | ||
| leaders to secure a 10-year moratorium on the expansion of health | ||
| maintenance organizations in Cameron, Hidalgo, Webb, and Maverick | ||
| Counties; and | ||
| WHEREAS, In all his endeavors, Mr. Fuller benefited from the | ||
| love and support of his longtime companion, Luisa, and he took great | ||
| pride in his three children, Jay, Julie, and Brent, and his stepson, | ||
| Enrique; over the years, he had the pleasure of welcoming into his | ||
| family two grandchildren, Bladen and Jaden; a man of deep faith, he | ||
| was a member of McAllen First United Methodist Church; and | ||
| WHEREAS, An engaged citizen and a devoted family man, Jake | ||
| Fuller will be greatly missed, but the integrity, optimism, and | ||
| generosity with which he lived his life will forever inspire all who | ||
| had the good fortune to know him; now, therefore, be it | ||
| RESOLVED, That the House of Representatives of the 89th Texas | ||
| Legislature hereby pay tribute to the memory of Jacob Creth Fuller | ||
| and extend heartfelt sympathy to his relatives and many friends; | ||
| and, be it further | ||
| RESOLVED, That an official copy of this resolution be | ||
| prepared for his family and that when the Texas House of | ||
| Representatives adjourns this day, it do so in memory of Jake | ||
| Fuller. | ||
