	H.R. No. 450



	R E S O L U T I O N

	WHEREAS, Residents of Wise County lost a dedicated public
	servant and community leader with the passing of County Judge Bill
	McElhaney of Bridgeport on October 14, 2013, at the age of 67; and
	WHEREAS, Bill McElhaney was born in Decatur on June 17, 1946,
	to Joseph and Atrel McElhaney; after earning his diploma in 1964
	from Bridgeport High School, he enlisted and served in the United
	States Army from 1965 to 1967; he went on to graduate in 1977 from
	the University of North Texas, where he obtained his bachelor's
	degree in finance with a minor in real estate; and
	WHEREAS, In 1968, Mr. McElhaney was hired by TXI Operations
	in Chico, beginning a career with the building materials supplier
	that would span nearly four decades; he worked in various
	supervisory and managerial positions before moving into corporate
	reserves and business development for Texas and Oklahoma in 1997
	and accepting a position as corporate mineral land manager in the
	firm's real estate division four years later; and
	WHEREAS, Mr. McElhaney's deep commitment to the community
	led him to participate in numerous civic endeavors over the course
	of a quarter-century; he served on the Bridgeport City Council from
	1978 to 1980, and he first won election as county judge in 2006;
	while fulfilling his duties on the commissioners court, he took it
	upon himself to expand his knowledge by taking hundreds of hours of
	judicial education courses; a member of the Fellows of the Texas
	County Judges Judicial Academy, he also belonged to the V. G. Young
	Commissioners Court Leadership Academy and was active in the
	Nor-Tex County Judges Association; and
	WHEREAS, This esteemed Texan further benefited his hometown
	as chair of the Bridgeport Economic Development Board from 1988 to
	1989 and was vice president of the executive board for the North
	Central Texas Council of Governments at the time of his passing;
	moreover, he contributed his expertise as a member of the
	Bridgeport ISD Board of Trustees for a total of 21 years, and he
	served on the board for the Wise County School District as well; and
	WHEREAS, In all his endeavors, Judge McElhaney enjoyed the
	love and support of his wife, Kim, and he took great pride in his
	children, Billy, Blaine, Stacie, and Katie, as well as in his 10
	grandchildren; and
	WHEREAS, Bill McElhaney was an accomplished professional who
	also devoted himself to making Wise County an even better place to
	live, and he leaves behind a record of good works that will be
	admired for years to come; now, therefore, be it
	RESOLVED, That the House of Representatives of the 84th Texas
	Legislature hereby pay tribute to the memory of Judge Bill
	McElhaney and extend sincere sympathy to the members of his family:
	to his wife, Kim Smith McElhaney; to his children, Billy McElhaney
	Jr., Blaine McElhaney and his wife, Melissa, Stacie Anderson and
	her husband, Kyle, and Katie Smith and her husband, Josh; to his
	grandchildren, Christian, Nicolas, Beau, Brody, Trinity, Colton,
	Lane, Hendrix, Harper, and Haddie; to his sisters, Nadine Green and
	her husband, Billy Carroll, and Rita Boles; and to his other
	relatives and friends; and, be it further
	RESOLVED, That an official copy of this resolution be
	prepared for his family and that when the Texas House of
	Representatives adjourns this day, it do so in memory of Judge Bill
	McElhaney.
