| WHEREAS, The people of San Antonio lost a beloved, longtime | ||
| civic leader with the passing of Elvira Cisneros on November 22, | ||
| 2014, at the age of 90; and | ||
| WHEREAS, Born on July 11, 1924, in Puebla, Mexico, the former | ||
| Elvira Munguia was the daughter of political activists Romulo and | ||
| Carolina Munguia; her family immigrated to the United States when | ||
| she was two years old, settling in San Antonio's Prospect Hill | ||
| neighborhood, where they soon became business and community | ||
| leaders; after graduating from Jefferson High School, Elvira | ||
| Munguia attended The University of Texas at Austin before returning | ||
| to San Antonio in 1942 to help out in the family print shop while her | ||
| brothers served in World War II; she continued her education at | ||
| Draughon's Business College and later took a position at Frost | ||
| Bank; and | ||
| WHEREAS, In 1945, Elvira Munguia married George Cisneros, a | ||
| veteran from Colorado, after a whirlwind courtship; they became the | ||
| proud parents of five beloved children, each of whom has | ||
| contributed to society either through public service or through | ||
| other professional endeavors; and | ||
| WHEREAS, While her family always came first in her life, | ||
| Mrs. Cisneros also devoted her time and energy to many | ||
| philanthropic organizations; she advised the Alamo Area Council of | ||
| Governments on issues related to seniors and served on the boards of | ||
| the Avenida Guadalupe Association, AVANCE, and Project Learn to | ||
| Read; after her husband's stroke, she aided him in establishing the | ||
| San Antonio Stroke Club and in performing his duties as the national | ||
| spokesperson on strokes for Easter Seals; in addition, she was a | ||
| devout congregant of the Basilica of the National Shrine of the | ||
| Little Flower; and | ||
| WHEREAS, Mrs. Cisneros received numerous accolades for her | ||
| service to the community, including the Alexis de Tocqueville | ||
| Society Centennial Award, which was presented to her by President | ||
| Gerald Ford on behalf of the United Way, and a medal from President | ||
| Ronald Reagan for her work with Easter Seals; in 1991, she was | ||
| inducted into the San Antonio Women's Hall of Fame in recognition of | ||
| her outstanding civic leadership, and WellMed named the Elvira | ||
| Cisneros Senior Community Center in her honor in 2009; and | ||
| WHEREAS, Through her myriad endeavors, Elvira Cisneros | ||
| contributed to building a more inclusive, caring, and vibrant | ||
| community, and those who were privileged to share in her love and | ||
| affection will forever hold her close in their hearts; now, | ||
| therefore, be it | ||
| RESOLVED, That the House of Representatives of the 84th Texas | ||
| Legislature hereby pay tribute to the life of Elvira Cisneros and | ||
| extend sincere sympathy to the members of her family: to her | ||
| children, the Honorable Henry Cisneros and his wife, Mary Alice, | ||
| Pauline Cisneros, George Cisneros and his wife, Catherine, Tim | ||
| Cisneros and his wife, Karla, and Christine Corser and her husband, | ||
| Tom; to her grandchildren, Teresa Burton and her husband, Sean, | ||
| Mercedes Badger and her husband, Brad, John Paul Cisneros, Antonio | ||
| Cisneros, Jacqueline Muncy and her husband, Chris, Charlotte | ||
| Cisneros, David Cisneros, Peter Corser and his wife, Nicole, and | ||
| Mark Corser; to her great-grandchildren, Russell Burton, Grace | ||
| Burton, Natalia Badger, and Karina Badger; and to her other | ||
| relatives and many friends; and, be it further | ||
| RESOLVED, That an official copy of this resolution be | ||
| prepared for her family and that when the Texas House of | ||
| Representatives adjourns this day, it do so in memory of Elvira | ||
| Cisneros. | ||
