R E S O L U T I O N
|

|
|
WHEREAS, The Honorable Jerry Madden established an |
|
|
outstanding record of service to the State of Texas and the |
|
|
residents of District 67 during his 20-year tenure in the Texas |
|
|
House of Representatives; and |
|
|
WHEREAS, A graduate of West Point, Mr. Madden chaired the |
|
|
Collin County Republican Party from 1984 to 1991 before his |
|
|
election to the state legislature in 1992; the people of Collin |
|
|
County returned him to office for 10 terms, during which he |
|
|
distinguished himself as a committed advocate for his constituents; |
|
|
and |
|
|
WHEREAS, Mr. Madden contributed to a number of committees |
|
|
through the years, holding leadership positions with those on |
|
|
elections, state affairs, and operation and management of the Texas |
|
|
Youth Commission; and |
|
|
WHEREAS, In 2005, he was appointed chair of the Corrections |
|
|
Committee, and his dedicated work with that body played a vital role |
|
|
in the reformation of the Texas criminal justice system; Mr. Madden |
|
|
helped craft a plan in which, among other achievements, more |
|
|
resources were directed to mental health and substance abuse |
|
|
programs already in existence in the community, thereby not only |
|
|
decreasing the total prison population, but also reducing |
|
|
recidivism rates; today, thanks in great part to his efforts, this |
|
|
method serves as a model for states throughout the country; and |
|
|
WHEREAS, This distinguished Texan has earned a number of |
|
|
accolades for his exceptional public service; in 2010, he was |
|
|
recognized as a Public Official of the Year by Governing magazine |
|
|
for his bipartisan work on corrections reform; the following year, |
|
|
the American Legislative Exchange Council named him State |
|
|
Legislator of the Year for advancing policies based on the |
|
|
Jeffersonian principles of free markets, limited government, |
|
|
federalism, and individual liberty; and |
|
|
WHEREAS, In all of his endeavors, Mr. Madden has enjoyed the |
|
|
support of a loving family that includes his wife, Barbara, his |
|
|
children, Jerry, Stephanie, and Kristina, and his grandchildren, |
|
|
Logan, Samantha, Alisa, Joseph, and Sarah; and |
|
|
WHEREAS, The tremendous dedication and vision of Jerry Madden |
|
|
have made a positive difference in the lives of his fellow citizens, |
|
|
and his contributions will long continue to resonate in the state he |
|
|
is proud to call home; now, therefore, be it |
|
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
|
Legislature hereby honor former State Representative Jerry Madden |
|
|
for his decades of service to the Lone Star State and extend to him |
|
|
sincere best wishes for the future; and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for Mr. Madden as an expression of high regard by the Texas |
|
|
House of Representatives. |
