| WHEREAS, Ginny McKay is retiring as the assistant director of | ||
| the Texas Sunset Advisory Commission in August 2015, drawing to a | ||
| close a notable career in public service that has spanned more than | ||
| three and a half decades; and | ||
| WHEREAS, Ms. McKay began her career in 1973 at the Texas | ||
| Research Institute of Mental Sciences, where she worked until 1980; | ||
| during that time, she also earned her bachelor's and master's | ||
| degrees in sociology from the University of Houston, graduating in | ||
| 1976 and 1980, respectively; and | ||
| WHEREAS, Ms. McKay first worked for the Sunset Commission | ||
| from 1984 to 1993; she was then appointed as the executive director | ||
| of the Texas Commission on Children and Youth, where she conducted | ||
| an interim study for the Texas Legislature; from 1995 to 1998, she | ||
| served as a senior policy analyst for the Texas Performance Review | ||
| initiative in the Office of the Comptroller of Public Accounts; and | ||
| WHEREAS, In 1998, this accomplished professional rejoined | ||
| the Sunset Commission; among her many other responsibilities, she | ||
| has played a key role in the agency's strategic planning, and as | ||
| part of that effort, she has devoted herself to staff development | ||
| and to the continuous improvement of the commission's review | ||
| process and work product; and | ||
| WHEREAS, In April 2010, Ms. McKay traveled to Russia under | ||
| the auspices of the National Conference of State Legislatures and | ||
| the Legislative Education and Practice Program, and she spent a | ||
| week in the city of Perm, where she generously shared her | ||
| governmental and administrative expertise in university roundtable | ||
| discussions with local and regional officials; and | ||
| WHEREAS, Ginny McKay's dedication, professionalism, and | ||
| commitment to excellence have greatly benefited her fellow Texans, | ||
| and she may indeed reflect with pride on her many achievements as | ||
| she embarks upon the next exciting chapter of her life; now, | ||
| therefore, be it | ||
| RESOLVED, That the House of Representatives of the 84th Texas | ||
| Legislature hereby congratulate Ginny McKay on her retirement from | ||
| the Texas Sunset Advisory Commission and extend to her sincere best | ||
| wishes for continued happiness; and, be it further | ||
| RESOLVED, That an official copy of this resolution be | ||
| prepared for Ms. McKay as an expression of high regard by the Texas | ||
| House of Representatives. | ||
