| WHEREAS, Alejandro Rios Covian Silveira of Mexico and other | ||
| professionals from Latin America were invited to participate in a | ||
| U.S. Department of State International Visitor Leadership Program | ||
| in May 2013, and Dallas was among the cities included on their tour; | ||
| and | ||
| WHEREAS, Established in 1940, IVLP connects current and | ||
| emerging foreign leaders with their American counterparts through | ||
| short-term exchanges; an initiative of the Bureau of Educational | ||
| and Cultural Affairs, the program centers around a project theme | ||
| and typically includes visits to four U.S. communities; and | ||
| WHEREAS, With a focus on the administration of justice, this | ||
| IVLP event was designed to help leaders from other countries deepen | ||
| their understanding of the civil, criminal, juvenile, and military | ||
| justice systems in the United States; participants examined the | ||
| underlying principles of the U.S. judicial and legal systems and | ||
| studied the administration of courts, case management, the trial by | ||
| jury process, and alternative dispute resolution; and | ||
| WHEREAS, Mr. Rios Covian Silveira brought a valuable | ||
| perspective to the experience; he holds a bachelor's degree in law | ||
| from Autonomous University of Yucatan and is the head of litigation | ||
| and the acting head of the legal department for the Yucatan State | ||
| Public Security Secretariat; and | ||
| WHEREAS, The International Visitor Leadership Program helps | ||
| bridge cultural and political divides, and the exchange of ideas | ||
| that the program facilitates is sure to benefit citizens of both | ||
| Mexico and the United States; now, therefore, be it | ||
| RESOLVED, That the House of Representatives of the 83rd Texas | ||
| Legislature, 1st Called Session, hereby honor Alejandro Rios Covian | ||
| Silveira for his participation in the U.S. Department of State | ||
| International Visitor Leadership Program in May 2013 and extend to | ||
| him sincere best wishes for continued success; and, be it further | ||
| RESOLVED, That an official copy of this resolution be | ||
| prepared for Mr. Rios Covian Silveira as an expression of high | ||
| regard by the Texas House of Representatives. | ||
