WHEREAS, Xiomara Catalina Quesada Luque of Honduras and other | ||
professionals from Latin America were invited to participate in a | ||
U.S. Department of State International Visitor Leadership Program | ||
in May 2013, and Dallas was among the cities included on their tour; | ||
and | ||
WHEREAS, Established in 1940, IVLP connects current and | ||
emerging foreign leaders with their American counterparts through | ||
short-term exchanges; an initiative of the Bureau of Educational | ||
and Cultural Affairs, the program centers around a project theme | ||
and typically includes visits to four U.S. communities; and | ||
WHEREAS, With a focus on the administration of justice, this | ||
IVLP event was designed to help leaders from other countries deepen | ||
their understanding of the civil, criminal, juvenile, and military | ||
justice systems in the United States; participants examined the | ||
underlying principles of the U.S. judicial and legal systems and | ||
studied the administration of courts, case management, the trial by | ||
jury process, and alternative dispute resolution; and | ||
WHEREAS, Ms. Quesada Luque brought a valuable perspective to | ||
the experience; she has a bachelor's degree in law and social | ||
sciences and a law degree from National Autonomous University of | ||
Honduras, as well as a master's degree in criminal procedures, and | ||
she holds the position of Public Defender, Juvenile Justice Sector; | ||
and | ||
WHEREAS, The International Visitor Leadership Program helps | ||
bridge cultural and political divides, and the exchange of ideas | ||
that the program facilitates is sure to benefit citizens of both | ||
Honduras and the United States; now, therefore, be it | ||
RESOLVED, That the House of Representatives of the 83rd Texas | ||
Legislature, 1st Called Session, hereby honor Xiomara Catalina | ||
Quesada Luque for her participation in the U.S. Department of State | ||
International Visitor Leadership Program in May 2013 and extend to | ||
her sincere best wishes for continued success; and, be it further | ||
RESOLVED, That an official copy of this resolution be | ||
prepared for Ms. Quesada Luque as an expression of high regard by | ||
the Texas House of Representatives. | ||
