R E S O L U T I O N
|
|
WHEREAS, Senior Corporal Thomas B. Popken is concluding |
|
nearly three and a half decades of service to the Dallas Police |
|
Department when he retires on August 20, 2013; and |
|
WHEREAS, A native of Sleepy Eye, Minnesota, Thomas Popken |
|
joined the Dallas Police Department in 1979; during his time on the |
|
force, he has worked at the recruit academy, taught defensive |
|
tactics, and been a background investigator in the personnel |
|
division, among his other duties; and |
|
WHEREAS, In addition to serving the public, Senior Corporal |
|
Popken has benefited his professional colleagues through his |
|
service as a director and as vice president of the Dallas Police |
|
Association, and in 1999 he helped to establish the Assist the |
|
Officer Foundation, which provides financial assistance to |
|
officers who suffer a serious injury, life-threatening illness, or |
|
other catastrophic event and to families of deceased officers; he |
|
also led the foundation as chair from 2003 to 2009, and he was |
|
instrumental in the creation of both a confidential counseling |
|
program and |
|
the Kevin James Endowment Fund; and |
|
WHEREAS, This accomplished public servant has further |
|
contributed his expertise to a number of Dallas Police Department |
|
events, including the Crimes Against Children conference and |
|
several fund-raisers, and he has shared his time and talents with |
|
Big Brothers Big Sisters and Wish Upon a Star; for his exemplary |
|
service, he was named the Dallas Police Association "Cop's Cop" in |
|
2010; and |
|
WHEREAS, In all of his endeavors, he enjoys the love and |
|
support of his wife, Mindy Popken; and |
|
WHEREAS, Dedicated to the field of public safety and to |
|
helping his fellow law enforcement officers, Thomas Popken has made |
|
a positive difference in the lives of many Texans over the course of |
|
his tenure with the Dallas Police Department, and he may indeed |
|
reflect with pride on his accomplishments as he looks with |
|
anticipation toward the next exciting chapter of his life; now, |
|
therefore, be it |
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
Legislature hereby congratulate Senior Corporal Thomas Popken on |
|
his outstanding career with the Dallas Police Department and extend |
|
to him sincere best wishes for a very happy and rewarding |
|
retirement; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Senior Corporal Popken as an expression of high regard |
|
by the Texas House of Representatives. |
