R E S O L U T I O N
 
         WHEREAS, After 33 years of distinguished service with the
  City of Gatesville, Luis Lobo retired from his position as
  assistant city manager in December 2014, and the conclusion of his
  outstanding career provides a fitting opportunity to reflect on the
  contributions of this esteemed professional; and
         WHEREAS, Mr. Lobo graduated from Laredo Martin High School in
  1971 and went on to attend Sul Ross State University; he worked as
  an intern for the City of Alpine before returning to Sul Ross to
  pursue a master's degree in public administration; and
         WHEREAS, Hired by the City of Gatesville as a grant writer in
  1981 and subsequently promoted to assistant city manager, Mr. Lobo
  helped to secure funds for a number of municipal projects, many of
  them relating to water and wastewater; the development of the
  city's water infrastructure, in which he played such a vital role,
  has been crucial to the growth that Gatesville has experienced over
  the past several decades; Mr. Lobo was also instrumental in
  bringing to fruition a range of other projects, as well as in
  balancing the city budget; during his time with the City of
  Gatesville, he worked with 3 city managers, 8 mayors, 62 council
  members, and hundreds of city employees, and he also served as
  interim city manager on two separate occasions; and
         WHEREAS, In retirement, Mr. Lobo looks forward to spending
  more time with his wife, Dolores, and hopes to write a book about
  the city, in addition to doing some teaching; and
         WHEREAS, Luis Lobo's dedication to his work and his
  commitment to excellence have greatly benefited the citizens of
  Gatesville, and he may reflect with pride on his many achievements
  as he embarks on the next exciting chapter of his life; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby congratulate Luis Lobo on his retirement as
  assistant city manager of Gatesville and extend to him sincere best
  wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Lobo as an expression of high regard by the Texas
  House of Representatives.
