| proposing a constitutional amendment to require the legislature to | ||
| appropriate funds to state institutions of higher education to fund | ||
| certain education programs for veterans. | ||
| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Article VII, Texas Constitution, is amended by | ||
| adding Section 21 to read as follows: | ||
| Sec. 21. The legislature shall appropriate to each state | ||
| institution of higher education, out of the first money coming into | ||
| the treasury not otherwise appropriated by this constitution, an | ||
| amount sufficient to fund at least 50 percent of the cost to the | ||
| institutions of providing tuition and fee exemptions for veterans | ||
| under a program created by the legislature by general law. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 5, 2019. | ||
| The ballot shall be printed to provide for voting for or against the | ||
| proposition: "The constitutional amendment requiring the | ||
| legislature to appropriate funds to state institutions of higher | ||
| education to fund certain education programs for veterans." | ||
