A JOINT RESOLUTION
  proposing a constitutional amendment authorizing a statewide
  referendum allowing voters to indicate a preference for observing
  standard time year-round or observing daylight saving time
  year-round.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article XVI, Texas Constitution, is amended by
  adding Section 74 to read as follows:
         Sec. 74.  (a)  The legislature by general law may:
               (1)  hold a statewide referendum that allows the voters
  to indicate a preference for either:
                     (A)  observing standard time year-round; or
                     (B)  observing daylight saving time year-round;
  and
               (2)  enact a law based on the results of the referendum
  providing for the state to observe standard time year-round or to
  observe daylight saving time year-round.
         (b)  A statewide referendum described by Subsection (a) of
  this section that is held on the same day as the election on the
  constitutional amendment to add this section to this article is
  hereby validated.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 2, 2021.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing the state
  to conduct a statewide referendum to allow the voters to choose
  between observing standard time year-round and observing daylight
  saving time year-round and authorizing the legislature to enact
  legislation that gives effect to the option preferred by a majority
  of the voters voting in the statewide referendum."
