proposing a constitutional amendment concerning the maximum rate of | ||
growth of appropriations. | ||
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 22, Article VIII, Texas Constitution, is | ||
amended by amending Subsection (a) and adding Subsection (a-1) to | ||
read as follows: | ||
(a) In no biennium shall the rate of growth of | ||
appropriations from state tax revenues not dedicated by this | ||
constitution exceed the lesser of the following rates: | ||
(1) the estimated rate of growth of the state's | ||
economy; and | ||
(2) a rate equal to the sum of: | ||
(A) the estimated biennial rate of growth of this | ||
state's population; and | ||
(B) the estimated biennial rate of monetary | ||
inflation in this state. | ||
(a-1) The legislature shall provide by general law | ||
procedures to implement Subsection (a) of this section [ |

SECTION 2. This proposed constitutional amendment shall be | ||
submitted to the voters at an election to be held November 5, 2013. | ||
The ballot shall be printed to provide for voting for or against the | ||
proposition: "The constitutional amendment concerning the maximum | ||
rate of growth of appropriations." |
