A JOINT RESOLUTION
  proposing a constitutional amendment concerning the maximum rate of
  growth of appropriations.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 22, Article VIII, Texas Constitution, is
  amended by amending Subsection (a) and adding Subsection (a-1) to
  read as follows:
         (a)  In no biennium shall the rate of growth of
  appropriations from state tax revenues not dedicated by this
  constitution exceed the lesser of the following rates:
               (1)  the estimated rate of growth of the state's
  economy; and
               (2)  a rate equal to the sum of:
                     (A)  the estimated biennial rate of growth of this
  state's population; and
                     (B)  the estimated biennial rate of monetary
  inflation in this state.
         (a-1)  The legislature shall provide by general law
  procedures to implement Subsection (a) of this section [this
  subsection].
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 5, 2013.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment concerning the maximum
  rate of growth of appropriations."
