| proposing a constitutional amendment authorizing the legislature | ||

| counties from which the oil and gas originated. | ||
| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Article III, Texas Constitution, is amended by | ||
| adding Section 51-b to read as follows: | ||
| Sec. 51-b. The legislature by general law may allocate a | ||
| portion of oil and gas production tax revenue not otherwise | ||
| allocated by this constitution to the counties from which the oil | ||
| and gas originated to be used solely for the purpose of | ||
| supplementing construction and maintenance of county roads and | ||
| bridges that are impacted by oil and gas exploration and production | ||
| activities. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 5, 2019. | ||
| The ballot shall be printed to permit voting for or against the | ||
| proposition: "The constitutional amendment authorizing the | ||
| legislature to allocate a portion of oil and gas production tax | ||
| revenue to the counties from which the oil and gas originated." | ||
