| WHEREAS, Under Section 437.002(a), Government Code, "The | ||
| governor is the commander-in-chief" and "has full control and | ||
| authority over" the Texas military forces; now, therefore, be it | ||
| RESOLVED, That the 88th Legislature of the State of Texas | ||
| hereby affirm the governor's authority to order the Texas Military | ||
| Department to shoot down an aircraft illegally operating inside | ||
| Texas airspace if that aircraft's purpose is to collect information | ||
| in behalf of a foreign nation. | ||
