| WHEREAS, The Harris-Galveston Subsidence District is marking | ||
| the 50th anniversary of its founding in 2025; and | ||
| WHEREAS, Established in 1975 by the 64th Texas Legislature, | ||
| HGSD was created to address the issue of subsidence, or the lowering | ||
| of the land's surface due to groundwater withdrawals, in Harris and | ||
| Galveston Counties; with their location along the Gulf Coast, the | ||
| counties have been predisposed to sea level rise and | ||
| weather-related issues; therefore, changes in land surface | ||
| elevation can increase the region's risk of flooding and damage to | ||
| infrastructure; and | ||
| WHEREAS, At the time of its creation, the Harris-Galveston | ||
| Subsidence District served more than 2.2 million people, and today, | ||
| over 5.1 million individuals reside in the district's jurisdiction; | ||
| thanks to the dedicated service of its board and staff, HGSD has | ||
| successfully controlled subsidence through groundwater regulation, | ||
| research and monitoring, water planning, and award-winning | ||
| conservation programs; the district has also benefited from the | ||
| support of local and regional agencies and civic officials; and | ||
| WHEREAS, Over the past five decades, HGSD has played an | ||
| instrumental role in protecting the lives and property of area | ||
| residents from the significant impacts of subsidence, and it is a | ||
| pleasure to join in honoring the district on this special milestone | ||
| in its history; now, therefore, be it | ||
| RESOLVED, That the 89th Legislature of the State of Texas | ||
| hereby commemorate the 50th anniversary of the Harris-Galveston | ||
| Subsidence District and extend to all those affiliated with the | ||
| district sincere best wishes for continued success in their | ||
| important work; and, be it further | ||
| RESOLVED, That an official copy of this resolution be | ||
| prepared for HGSD as an expression of high regard by the Texas House | ||
| of Representatives and Senate. | ||
