relating to a limitation on the salary paid to officers and | ||
employees of this state and political subdivisions of this state. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter B, Chapter 659, Government Code, is | ||
amended by adding Section 659.0111 to read as follows: | ||
Sec. 659.0111. LIMITATION ON SALARY. Notwithstanding any | ||
other law, the taxpayer funded salary of a state officer or employee | ||
may not exceed the amount of the salary set by the biennial | ||
appropriations act for the governor. | ||
SECTION 2. Chapter 180, Local Government Code, is amended | ||
by adding Section 180.011 to read as follows: | ||
Sec. 180.011. LIMITATION ON SALARY FOR OFFICER OR EMPLOYEE | ||
OF POLITICAL SUBDIVISION. (a) In this section, "political | ||
subdivision" means a county, municipality, special district, | ||
school district, junior college district, or other political | ||
subdivision of this state. | ||
(b) Notwithstanding any other law, the taxpayer funded | ||
salary of an officer or employee of a political subdivision may not | ||
exceed the amount of the salary set by the General Appropriations | ||
Act for the governor. | ||
SECTION 3. Section 659.0111, Government Code, and Section | ||
180.011, Local Government Code, as added by this Act, apply only to | ||
a salary agreement or employment contract entered into on or after | ||
the effective date of this Act. A salary agreement or employment | ||
contract entered into before the effective date of this Act is | ||
governed by the law in effect at the time the agreement or contract | ||
was entered into, and the former law is continued in effect for that | ||
purpose. | ||
SECTION 4. This Act applies beginning with the state fiscal | ||
biennium that begins September 1, 2025. | ||
SECTION 5. This Act takes effect September 1, 2025. |
