A BILL TO BE ENTITLED
 
AN ACT
 
  relating to registration of a motor vehicle alleged to have been
 
  involved in a violation detected by a photographic traffic signal
 
  enforcement system.
         
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         
         SECTION 1.  Section 707.017, Transportation Code, as amended
 
  by Chapters 266 (H.B. 2530), 542 (S.B. 1617), and 933 (H.B. 3097),
 
  Acts of the 81st Legislature, Regular Session, 2009, is reenacted
 
  and amended to read as follows:
         
         Sec. 707.017.  REGISTRATION AFTER CIVIL PENALTY IMPOSED 
 
  [ENFORCEMENT]. [(a)]  If the owner of a motor vehicle is delinquent
 
  in the payment of a civil penalty imposed under this chapter,
 
  neither the county assessor-collector nor [or] the Texas Department
 
  of Motor Vehicles may refuse to register a motor vehicle alleged to
 
  have been involved in the violation.
         
         [(b)     This section does not apply to the registration of a
 
  motor vehicle under Section 501.0234.]
         
         SECTION 2.  To the extent of any conflict, this Act prevails
 
  over another Act of the 82nd Legislature, Regular Session, 2011,
 
  relating to nonsubstantive additions to and corrections in enacted
 
  codes.
         
         SECTION 3.  This Act takes effect September 1, 2011.
