A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the Texas Department of Transportation of the
  alignment for the proposed Regional Outer Loop project in certain
  counties.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter H, Chapter 201, Transportation Code,
  is amended by adding Section 201.623 to read as follows:
         Sec. 201.623.  STUDY OF REGIONAL OUTER LOOP PROJECT. (a)
  The department shall conduct a study of and make recommendations
  for the alignment of the proposed Regional Outer Loop project in
  Collin, Rockwall, Kaufman, Dallas, and Ellis Counties between
  Dallas North Tollway in Collin County and U.S. Highway 67 in Ellis
  County. The study must identify:
               (1)  locally preferred alignments for the proposed
  Regional Outer Loop project;
               (2)  right-of-way needs; and
               (3)  potential development options.
         (b)  In conducting the study, the department shall consult
  with the counties described by Subsection (a) and municipalities
  located in those counties.
         (c)  Not later than January 1, 2019, the department shall
  submit to the legislature a report containing the findings of the
  study and any recommendations.
         (d)  This section expires August 31, 2019.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
