A BILL TO BE ENTITLED
 
AN ACT
  relating to requirements for certain human sexuality instruction
  presentations in public schools.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 28.004, Education Code, is amended by
  adding Subsection (e-1) to read as follows:
         (e-1)  A human sexuality instruction presentation provided
  by an individual or entity that is not affiliated with the school
  district may not be provided unless the local school health
  advisory council has evaluated and approved the presentation and
  the individual or entity providing the presentation.
         SECTION 2.  This Act applies beginning with the 2011-2012
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2011.
