| relating to a study on the impact of the use of administrative | ||
| segregation on inmates of the Texas Department of Criminal Justice. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. (a) In this section, "department" means the | ||
| Texas Department of Criminal Justice. | ||
| (b) The comptroller of public accounts, in coordination | ||
| with the Health and Human Services Commission and the Department of | ||
| State Health Services, shall conduct a study on the impact of the | ||
| use of administrative segregation on inmates confined in facilities | ||
| operated by or under contract with the department. The study must | ||
| evaluate the impact of administrative segregation on an inmate's | ||
| physical and mental health. The department shall provide access to | ||
| facilities and records and otherwise assist the comptroller in | ||
| conducting the study. | ||
| (c) Not later than December 1, 2024, the comptroller shall | ||
| prepare and submit a written report containing the results of the | ||
| study and any legislative recommendations to: | ||
| (1) the governor; | ||
| (2) the lieutenant governor; | ||
| (3) the speaker of the house of representatives; | ||
| (4) each standing committee of the legislature having | ||
| primary jurisdiction over the department; | ||
| (5) the department; and | ||
| (6) the Legislative Budget Board. | ||
| (d) This Act expires September 1, 2025. | ||
| SECTION 2. This Act takes effect September 1, 2023. | ||
