A BILL TO BE ENTITLED
 
AN ACT
  relating to highway toll payment plans and partial payments.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 372.101, Transportation Code, is amended
  to read as follows:
         Sec. 372.101.  APPLICABILITY. This subchapter does not
  apply to a county acting under Chapter 284, except that Sections
  372.103 and 372.104 do apply to a county acting under Chapter 284.
         SECTION 2.  Section 372.103, Transportation Code, is amended
  to read as follows:
         Sec. 372.103.  TOLL VIOLATION PAYMENT PLAN AND PARTIAL
  PAYMENTS. (a) A toll project entity may enter into an agreement
  with the registered owner of a vehicle, for whom a single payment is
  not feasible, that allows the person to pay the total amount of
  outstanding tolls, [and] administrative fees, or both tolls and
  administrative fees over a specified period. The agreement must be
  in writing and specify the amount due under the agreement [for tolls
  and administrative fees], the duration of the agreement, and the
  amount of each payment.
         (b)  A toll project entity that accepts payment for tolls and
  administrative fees on an Internet website must allow a user to pay
  a portion of the total amount due.
         SECTION 3.  This Act takes effect September 1, 2017.
