A BILL TO BE ENTITLED
 
AN ACT
  relating to a requirement that a redistricting plan for the
  election of members of the United States House of Representatives
  be based on the total population of the state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subtitle B, Title 3, Government Code, is amended
  by adding Chapter 319A to read as follows:
  CHAPTER 319A. CONGRESSIONAL REDISTRICTING
         Sec. 319A.001.  CONGRESSIONAL REDISTRICTING PLAN BASED ON
  TOTAL POPULATION. The legislature must enact a redistricting plan
  for the election of the members of the United States House of
  Representatives elected from this state based on the total
  population of the state as ascertained by the most recent United
  States decennial census.
         SECTION 2.  This Act takes effect on the 91st day after the
  last day of the legislative session.
