| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 441.1035, Government Code, is amended to | ||
| read as follows: | ||
| Sec. 441.1035. STATE PUBLICATIONS ACCESSIBLE ONLINE | ||

| PHYSICAL FORMAT. (a) A state agency that distributes by | ||
| subscription a state publication in a physical format, such as | ||
| paper, tape, or disk, and without a fee or other cost to the | ||
| subscriber shall make the publication accessible in an electronic | ||
| format from the agency's Internet website. | ||
| (b) A state agency that makes a state publication accessible | ||
| on its Internet website must inform each subscriber to the | ||
| publication that the subscriber may, instead of accessing the | ||
| publication at the agency's Internet website, receive a physical | ||
| copy of the publication [ |
||
| (c) If a subscriber prefers to receive [ |
||
| publication in physical format [ |
||
| shall [ |

| distribution list for that publication[ |
||

||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2025. | ||
