A BILL TO BE ENTITLED
 
AN ACT
  relating to parental notification of class sizes at public schools
  in a district of innovation.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 12A.003, Education Code, is amended by
  adding Subsection (d) to read as follows:
         (d)  A local innovation plan that provides for the exemption
  of the district from the class size limits imposed by Section 25.112
  must require the district to provide written notification of class
  size to each parent of or person standing in parental relation to a
  student enrolled in a class that exceeds the otherwise applicable
  limit. The notification must:
               (1)  specify in conspicuous bold or underlined print
  the number of students in the class;
               (2)  be provided not later than the 31st day after the
  first day of each school year during the term of the district's
  designation as a district of innovation; and
               (3)  be included in a regular mailing or other
  communication from the campus or district, such as information sent
  home with students.
         SECTION 2.  Section 12A.003(d), Education Code, as added by
  this Act, applies only to a local innovation plan adopted or renewed
  on or after the effective date of this Act. A local innovation plan
  adopted or renewed before the effective date of this Act is governed
  by the law in effect on the date the plan was adopted or renewed, and
  the former law is continued in effect for that purpose.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
