| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 214.904, Local Government Code, is | ||
| amended by adding Subsection (e) to read as follows: | ||
| (e) Notwithstanding any provision of this chapter, a | ||
| municipality may adopt expedited procedures for granting or denying | ||
| permits. The procedures may not require: | ||
| (1) a private employer to offer wages higher than | ||
| required by Chapter 62, Labor Code; or | ||
| (2) on-site monitoring of a private employer by a | ||
| non-governmental entity. | ||
| SECTION 2. Section 214.904(e), Local Government Code, as | ||
| added by this Act, does not apply to the enforcement of requirements | ||
| imposed under expedited procedures for a permit granted before the | ||
| effective date of this Act. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2017. | ||
