	A BILL TO BE ENTITLED
	AN ACT
	relating to the powers and duties of the West Travis County
	Municipal Utility District No. 5; providing authority to impose an
	impact fee.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
	SECTION 1. Chapter 1214, Acts of the 71st Legislature,
	Regular Session, 1989, is amended by adding Section 6B to read as
	follows:
	Sec. 6B. IMPACT FEE. (a) Notwithstanding Section 395.011,
	Local Government Code, the district may assess an impact fee for new
	developments as defined by Section 395.001, Local Government Code,
	in an area outside of the district in which the district is
	authorized to provide potable and nonpotable water in Travis and
	Hays Counties.
	(b) Sections 49.212(d), (d-1), and (d-2), Water Code, do not
	apply to the district.
	SECTION 2. This Act takes effect September 1, 2015.
