| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. The heading to Section 372.053, Transportation | ||
| Code, is amended to read as follows: | ||

| SECTION 2. Section 372.053, Transportation Code, is amended | ||
| by adding Subsection (c) to read as follows: | ||
| (c) The department, in cooperation with the United States | ||
| armed forces, shall create a program to facilitate, through the | ||
| issuance and use of electronic toll collection transponders, any | ||
| free or discounted toll project use available to active duty | ||
| members of: | ||
| (1) the National Guard of this state or another state; | ||
| or | ||
| (2) a reserve component of the United States armed | ||
| forces. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2017. | ||
