A BILL TO BE ENTITLED
 
AN ACT
  relating to state programs not funded by appropriations.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The legislature finds that any mandatory
  governmental programs for which no appropriation is made should be
  eliminated as unnecessary.
         SECTION 2.  Section 403.0147, Government Code, is amended by
  adding Subsection (d) to read as follows:
         (d)  Notwithstanding any other law, a state agency is not
  required to implement a program identified in the two most recent
  reports made under this section and for which no appropriation is
  made for the current state fiscal year.
         SECTION 3.  This Act takes effect September 1, 2019.
