| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. The legislature finds that any mandatory | ||
| governmental programs for which no appropriation is made should be | ||
| eliminated as unnecessary. | ||
| SECTION 2. Section 403.0147, Government Code, is amended by | ||
| adding Subsection (d) to read as follows: | ||
| (d) Notwithstanding any other law, a state agency is not | ||
| required to implement a program identified in the two most recent | ||
| reports made under this section and for which no appropriation is | ||
| made for the current state fiscal year. | ||
| SECTION 3. This Act takes effect September 1, 2019. | ||
