A BILL TO BE ENTITLED
 
AN ACT
  relating to the creation of a low-interest loan program for
  entrepreneurs with physical or mental disabilities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Title 4, Labor Code, is amended by adding
  Subtitle D to read as follows:
  SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES
  CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES
         Sec. 375.001.  ENTREPRENEURSHIP LOANS FOR PERSONS WITH
  DISABILITIES. (a) In this section:
               (1)  "Commission" means the Texas Workforce
  Commission.
               (2)  "Disability" means, with respect to an individual,
  a mental or physical impairment that substantially limits at least
  one major life activity of that individual.
         (b)  The commission shall establish and administer a
  low-interest loan program to support entrepreneurship among
  persons with physical and mental disabilities. 
         (c)  The commission may solicit and accept gifts, grants, and
  donations from public and private entities to use for the purposes
  of this section.
         (d)  The commission shall adopt rules as necessary to
  establish and administer the loan program established under this
  section.
         SECTION 2.  Not later than January 1, 2022, the Texas
  Workforce Commission shall adopt rules necessary to implement
  Chapter 375, Labor Code, as added by this Act.
         SECTION 3.  This Act takes effect September 1, 2021.
