relating to the creation of a low-interest loan program for | ||
entrepreneurs with physical or mental disabilities. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Title 4, Labor Code, is amended by adding | ||
Subtitle D to read as follows: | ||
SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES | ||
CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES | ||
Sec. 375.001. ENTREPRENEURSHIP LOANS FOR PERSONS WITH | ||
DISABILITIES. (a) In this section: | ||
(1) "Commission" means the Texas Workforce | ||
Commission. | ||
(2) "Disability" means, with respect to an individual, | ||
a mental or physical impairment that substantially limits at least | ||
one major life activity of that individual. | ||
(b) The commission shall establish and administer a | ||
low-interest loan program to support entrepreneurship among | ||
persons with physical and mental disabilities. | ||
(c) The commission may solicit and accept gifts, grants, and | ||
donations from public and private entities to use for the purposes | ||
of this section. | ||
(d) The commission shall adopt rules as necessary to | ||
establish and administer the loan program established under this | ||
section. | ||
SECTION 2. Not later than January 1, 2022, the Texas | ||
Workforce Commission shall adopt rules necessary to implement | ||
Chapter 375, Labor Code, as added by this Act. | ||
SECTION 3. This Act takes effect September 1, 2021. |
