| relating to the creation of a low-interest loan program for | ||
| entrepreneurs with physical or mental disabilities. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Title 4, Labor Code, is amended by adding | ||
| Subtitle D to read as follows: | ||
| SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES | ||
| CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES | ||
| Sec. 375.001. ENTREPRENEURSHIP LOANS FOR PERSONS WITH | ||
| DISABILITIES. (a) In this section: | ||
| (1) "Commission" means the Texas Workforce | ||
| Commission. | ||
| (2) "Disability" means, with respect to an individual, | ||
| a mental or physical impairment that substantially limits at least | ||
| one major life activity of that individual. | ||
| (b) The commission shall establish and administer a | ||
| low-interest loan program to support entrepreneurship among | ||
| persons with physical and mental disabilities. | ||
| (c) The commission may solicit and accept gifts, grants, and | ||
| donations from public and private entities to use for the purposes | ||
| of this section. | ||
| (d) The commission shall adopt rules as necessary to | ||
| establish and administer the loan program established under this | ||
| section. | ||
| SECTION 2. Not later than January 1, 2022, the Texas | ||
| Workforce Commission shall adopt rules necessary to implement | ||
| Chapter 375, Labor Code, as added by this Act. | ||
| SECTION 3. This Act takes effect September 1, 2021. | ||
