| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 39.054, Education Code, is amended by | ||
| adding Subsection (a-2) to read as follows: | ||
| (a-2) The commissioner, in evaluating school district or | ||
| campus performance, may not assign a district or campus a rating | ||
| under Subsection (a) if data quality or integrity is compromised. | ||
| The commissioner must designate the district or campus as "Not | ||
| rated: Data integrity issues." | ||
| SECTION 2. Section 39.151(c), Education Code, is amended to | ||
| read as follows: | ||

| school district or open-enrollment charter school is entitled to | ||
| appear before the committee relating to a challenge under this | ||
| section [ |

| SECTION 3. This Act applies beginning with the 2015-2016 | ||
| school year. | ||
| SECTION 4. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2015. | ||
