A BILL TO BE ENTITLED
 
AN ACT
  relating to the extension of groundwater reduction target years
  established by the Harris-Galveston Subsidence District
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1. Chapter 8801, Special District Laws Code, is
  amended by adding Section 8801.1121, which reads as follows:
         Sec. 8801.1121. Groundwater Reduction Target Extension. (a)
  Notwithstanding any other provision of law or rule adopted by the
  Harris-Galveston Subsidence District, all deadlines for
  groundwater reduction mandates and conversion requirements set
  forth by the District are hereby extended by five (5) years from
  their original scheduled dates.
     (b)  This extension applies to all applicable entities,
  including but not limited to:
     1. Municipalities
     2. Water utilities
     3. Industrial users
     4. Groundwater permit holders
     (c) The Harris-Galveston Subsidence District shall amend its
  regulations and enforcement schedules within 90 days of the
  effective date of this Act.
         SECTION 2. This Act takes effect immediately if it receives a
  vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025
