| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. The heading to Section 600.003, Transportation | ||
| Code, is amended to read as follows: | ||
| Sec. 600.003. ENFORCEMENT OF [ |
||
| PRIVATE INSTITUTIONS OF HIGHER EDUCATION. | ||
| SECTION 2. Section 600.003(b), Transportation Code, is | ||
| amended to read as follows: | ||
| (b) A private or independent institution of higher | ||
| education may enforce a traffic law of this state [ |
||
|
|
||
| on a road of the institution if: | ||
| (1) the road of the institution is open to the public | ||
| at the time the traffic law is enforced; and | ||
| (2) the governing body of the institution adopts a | ||
| regulation to enforce the traffic law[ |

| SECTION 3. This Act takes effect September 1, 2019. | ||
