A BILL TO BE ENTITLED
 
AN ACT
  relating to a study of the uniform election date.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 41, Election Code, is
  amended by adding Section 41.003 to read as follows:
         Sec. 41.003.  SINGLE UNIFORM ELECTION DATE STUDY. (a) No
  later than January 1, 2018, the secretary of state shall conduct a
  study and report to the standing committees of the legislature with
  jurisdiction over election procedures recommendations regarding
  the feasibility of implementing a single uniform election held in
  November. The study shall include an explanation and investigation
  of:
               (1)  the experience of jurisdictions, including other
  states, that have implemented this practice;
               (2)  the anticipated cost expenditures or savings to
  the state and counties upon implementation of this practice; and
               (3)  the anticipated increase or decrease in voter
  turnout upon implementation of this practice.
         (b)  This section expires September 1, 2018.
 
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
