BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter A, Chapter 41, Election Code, is | ||
amended by adding Section 41.003 to read as follows: | ||
Sec. 41.003. SINGLE UNIFORM ELECTION DATE STUDY. (a) No | ||
later than January 1, 2018, the secretary of state shall conduct a | ||
study and report to the standing committees of the legislature with | ||
jurisdiction over election procedures recommendations regarding | ||
the feasibility of implementing a single uniform election held in | ||
November. The study shall include an explanation and investigation | ||
of: | ||
(1) the experience of jurisdictions, including other | ||
states, that have implemented this practice; | ||
(2) the anticipated cost expenditures or savings to | ||
the state and counties upon implementation of this practice; and | ||
(3) the anticipated increase or decrease in voter | ||
turnout upon implementation of this practice. | ||
(b) This section expires September 1, 2018. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2017. |
