A BILL TO BE ENTITLED
 
AN ACT
  relating to the termination of a volunteer deputy registrar for the
  submission of an incomplete application for voter registration.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Sections 13.036(a) and (e), Election Code, are
  amended to read as follows:
         (a)  An appointment as a volunteer deputy registrar is
  terminated on:
               (1)  the expiration of the volunteer deputy's term of
  appointment; [or]
               (2)  the final conviction of the volunteer deputy for
  an offense prescribed by Section 13.043; or
               (3)  the receipt by the registrar of a registration
  application that is:
                     (A)  submitted by the volunteer deputy; and
                     (B)  not complete as required by Section
  13.039(b).
         (e)  The registrar may not reappoint a person whose
  appointment as a volunteer deputy registrar is terminated under
  Subsection (a)(2) or (3).
         SECTION 2.  This Act takes effect September 1, 2011.
