| of an appraisal district to perform the duties and functions of a | ||
| member. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter C, Chapter 6, Tax Code, is amended by | ||
| adding Section 6.415 to read as follows: | ||
| Sec. 6.415. AFFIDAVIT OF BOARD MEMBER REQUIRED. A member of | ||
| an appraisal review board may not participate in a hearing | ||
| conducted by the board or perform any other action authorized or | ||
| required by law to be performed by a member of an appraisal review | ||
| board until the member has submitted to the chief appraiser of the | ||
| appraisal district for which the board is established an affidavit | ||
| signed by the member stating that the member has read, understands, | ||
| and will abide by: | ||
| (1) the current version of the comptroller's Appraisal | ||
| Review Board Manual; and | ||
| (2) any local procedural rules adopted to govern the | ||
| hearings or actions of the appraisal review board to which the | ||
| member has been appointed. | ||
| SECTION 2. The change in law made by this Act applies only | ||
| to a member of an appraisal review board who is appointed for a term | ||
| beginning on or after January 1, 2014. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2013. | ||
