BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter I, Chapter 51, Education Code, is | ||
amended by adding Section 51.456 to read as follows: | ||
Sec. 51.456. ELECTRONIC TEXTBOOKS REQUIRED. (a) Not later | ||
than January 1, 2022, a textbook publisher who offers textbooks for | ||
sale at a college bookstore shall, to the extent practicable, make | ||
the textbooks available for sale wholly or partly in an electronic | ||
format. The electronic version of any textbook must contain the | ||
same content as the printed version and may be copy-protected. | ||
(b) This section does not authorize any use of a textbook or | ||
other instructional materials that would constitute an | ||
infringement of copyright under the Copyright Act of 1976 (17 | ||
U.S.C. Section 101 et seq.). | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2017. |
