relating to a requirement that the Railroad Commission of Texas | ||
publish maps of pipeline evacuation zones. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 117.012, Natural Resources Code, is | ||
amended by adding Subsection (j) to read as follows: | ||
(j) The commission shall publish on its Internet website | ||
maps of evacuation zones for emergencies relating to hazardous | ||
liquid or carbon dioxide pipeline facilities. The commission may | ||
require pipeline facility operators to submit to the commission any | ||
information needed for the purposes of this subsection. Each | ||
evacuation zone map must show: | ||
(1) for each pipeline facility, the associated high | ||
consequence area and surrounding buffer zone; | ||
(2) the roads and bodies of water in the evacuation | ||
zone; | ||
(3) a legend; | ||
(4) a linear scale for distance; and | ||
(5) a compass rose. | ||
SECTION 2. Section 121.2015, Utilities Code, is amended by | ||
adding Subsection (d) to read as follows: | ||
(d) The railroad commission shall publish on its Internet | ||
website maps of evacuation zones for emergencies relating to gas | ||
pipeline facilities. The railroad commission may require pipeline | ||
facility operators to submit to the commission any information | ||
needed for the purposes of this subsection. Each evacuation zone | ||
map must show: | ||
(1) for each pipeline facility, the associated high | ||
consequence area and surrounding buffer zone; | ||
(2) the roads and bodies of water in the evacuation | ||
zone; | ||
(3) a legend; | ||
(4) a linear scale for distance; and | ||
(5) a compass rose. | ||
SECTION 3. This Act takes effect September 1, 2019. |
