| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter N, Chapter 361, Health and Safety | ||
| Code, is amended by adding Section 361.4281 to read as follows: | ||
| Sec. 361.4281. SALE OF COMPOST, MULCH, AND SOIL PRODUCTS | ||
| OUTSIDE BOUNDARIES OF POLITICAL SUBDIVISION. A municipality, | ||
| county, or other political subdivision may not sell for use outside | ||
| the boundaries of the political subdivision compost, mulch, or | ||
| other soil products. | ||
| SECTION 2. This Act takes effect September 1, 2013. | ||
