| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Chapter 209, Property Code, is amended by adding | ||
| Section 209.00511 to read as follows: | ||
| Sec. 209.00511. MEMBER'S RIGHT TO SPEAK AT MEETING. (a) | ||
| Except as otherwise provided by this section, an association member | ||
| is entitled to speak at any association meeting, including a board | ||
| meeting, regardless of whether the meeting is held in person, | ||
| electronically, or by telephone. | ||
| (b) The board may place reasonable limitations on the time | ||
| and manner in which a member is allowed to speak but may not impose | ||
| requirements that restrict a member's ability to express the | ||
| member's concerns. | ||
| (c) This section does not entitle an association member to | ||
| speak at a portion of a board meeting conducted in executive | ||
| session. | ||
| SECTION 2. This Act takes effect September 1, 2023. | ||
